Pet shipping to Saudi Arabia requires strict adherence to importation rules, including a valid import permit from the Ministry of Agriculture, a microchip, rabies vaccination (at least 30 days prior to travel), and an international health certificate. Only cats and dogs are generally allowed, typically entering via Riyadh, Jeddah, or Dammam.
CITES pets are restricted from some countries and birds are only permitted to Madinah, Dammam and Qassim Airports with prior approval

Pets can depart as cargo or accompanied. Export permits, government health certificates and vet documents are required for all exports. Depending on country of destination, additional requirements may be needed due to Saudi Arabia being classed as High Risk for Rabies
Only cargo agents can book and submit pets for cargo exports. Accompanied travel is booked direct with your chosen airline
Pet Import Requirements Saudi Arabia Summary
- Import Permit: A permit from the Ministry of Environment, Water and Agriculture is required, obtained via the Naama platform.
- Documentation: You will need the owner's passport/ID, a valid Residence Permit (Iqama), and pet vaccination records.
- Government Veterinary Health Certificate: Must be endorsed / issued by a government agency or vet in the origin country, confirming the pet is disease-free and properly vaccinated against rabies.
- Valid Rabies Vaccine: More than 1 month and less than a year at time of entry to Saudi Arabia
